JAKARTA, Public Relations—Secretary-General of the Constitutional Court (MK) M. Guntur Hamzah attended the submission of the 2020 Government Financial Report (LHP LKPP) and the Auditing Result Summary (IHPS) of Semester II of 2020 virtually on Friday, June 25, 2021.
President Joko Widodo in his speech said that when state revenues decline, state institutions must bear the burden to maintain the country’s economic stability. In the midst of a situation that has not yet fully recovered, the President expressed his appreciation to the Audit Board (BPK) for their timely inspection of the report.
“The Government’s WTP [unqualified opinion rating] was not a final achievement, but an effort to ensure that every rupiah was well-spent for the utmost benefits of the people. Therefore, the Government exercise caution in managing its finances,” he said alongside Vice President Ma’ruf Amin from the presidential palace in Jakarta.
COVID-19 Mitigation Report
BPK Chairman Agung Firman Sampurna read out the 2020 LHP LKPP summary in person. He said that the audit was the second annual audit after the COVID-19 pandemic started. It utilized IT and underwent alternatives inspection procedures. Thanks to the cooperation of many stakeholders, the financial reports of 84 ministries/state agencies (LKLL) and 1 state general treasurer (LKBUN) received unqualified opinion (WTP) rating while those of 2 ministries/state agencies received qualified opinion (WDP) rating.
Agung also talked about the issues regarding COVID-19 Handling and National Economic Recovery (PC-PEN) programs, such as people’s business loans (KUR) and other non-KUR expenses, whose readiness had not been considered. Consequently, 6.77 trillion rupiah has not been disbursed. The BPK provided recommendations for the improvement of future state budget (APBN) management.
“A review shows that the Government has met most, that is, 19, of the fiscal transparency criteria and reached the advanced level,” he said.
