APHTN-HAN Holds National Seminar on Strengthening Legislation

SAMARINDA, Public Relations of the Constitutional Court—The Constitutional Court (MK) collaborated with the Constitutional Law and State Administrative Law Lecturers Association (APHTN-HAN) to hold a seminar national to open the sixth national meeting (Munas VI APHTN-HAN) in Samarinda, East Kalimantan on Wednesday, February 3, 2021. The event entitled “Strengthening the Legislative System and the Central-Regional Relations” was opened by East Kalimantan Governor Isran Noor. In his remarks, Isran said the Constitution had mandated regional autonomy. Article 18 of the 1945 Constitution promotes regional autonomy as a pillar of the state as well as the realization of state ideals.

“Article 33 of the Constitution also mandated that the management of all of the state’s resources and potentials be used to the greatest benefit of the people. Therefore, the relationship between the central and regional [governments] is an autonomy construct that realizes the decentralized nature of the NKRI [Unitary State of the Republic of Indonesia],” Isran explained.

He also said the central-regional relations mainly serves to realize welfare for all the people, maximize public services, give the people access to policymaking, and respect the local wisdoms within the NKRI. However, it’s easier said than done to manage regulations and the law in a centralized manner.

“I believe the Constitutional Law and State Administrative Law Lecturers Association or APHTN-HAN will be a driving force for the development of laws and policies in order to reaffirm Regional Autonomy within NKRI,” Isran said to the participants who attended the meeting both in person and online.

He concluded his remarks by expressing hope that the national meeting can be a forum for all professors and educators of constitutional law and state administrative law throughout the country to meet and discuss the seminar’s theme.

The national seminar was attended by the East Kalimantan DPRD (Regional Legislative Council) Chair Makmur HAPK and 700 participants—50 in person and 650 online. The University of Indonesia’s Law Faculty Professor and first lady Constitutional Justice Maria Farida Indrati and the Islamic University of Indonesia’s (UII) Law Faculty Professor Ni’matul Huda spoke at the seminar virtually.
