JAKARTA, Public Relations of the Constitutional Court—Chief Justice Anwar Usman closed the work meeting for the preparations for the 2020 regional head election (pilkada) dispute settlement on Sunday afternoon, December 6, 2020. He hoped that the event would run smoothly without much issue and urged that connection issues and low volume that had occurred at the virtual event be minimized in the 2020 pilkada dispute settlement.

He said that overall, the work meeting had run smoothly. The presentations by the secretary-general and chief registrar had been delivered well and the staff had been able to give critical recommendations for the 2020 pilkada dispute settlement amid the COVID-19 pandemic.
He believes COVID-19 infection is not a scandal. “I believe the more Allah loves His worshippers, the more He tests them. To me, COVID-19 is not a scandal. Those who die [from COVID-19], heaven awaits, because they die [as martyrs] for fighting against the disease,” he said.

Conclusion of Work Meeting
Secretary-General M. Guntur Hamzah read out the conclusion of the two-day work meeting. “The results of this work meeting will be conveyed officially to the Honorable constitutional justice,” he said. The conclusion includes that the 2020 pilkada dispute settlement from the filing of petition to the ruling be implemented under strict health protocols to curb the spread of COVID-19. Therefore, strategic planning is required.
“For example, are additional substitute registrars necessary given the conditions. Crowds of people should be limited, people and documents should be sterilized. These are the main focus,” he added.
Guntur stressed the importance of regulating the litigating parties and the task force to avoid external and internal transmission of the virus. “What needs attention as an anticipatory step is the mitigation and shift transfer in the event that any justices or substitute registrars contracted COVID-19. There is a recommendation of changing the composition of the justice panel and adding more substitute registrars,” he explained.

Recommendations
The work meeting had previously been divided into three panels, where each had fielded recommendations regarding the 2020 pilkada dispute settlement. On behalf of Panel I, Deputy Registrar I Triyono Edy Budhiarto recommended that a shift be applied during the 3x24-hour case registration. He added that the certainty of health protocols, including the addition of substitute registrars, was necessary for the task force members. He also recommended that after the meeting, the 2020 pilkada dispute settlement be simulated. He also suggested that sign language interpreters be provided in the ruling hearing.
Next, on behalf of Panel II, Head of the General Bureau Elisabeth highlighted the facilities and infrastructure. She suggested that acrylic dividers be installed on the registration desks at the hall and in the courtrooms; disinfectant spraying be done in the courtroom before and after each activity; and SOP be set when verifying documents submitted.
Meanwhile, on behalf of Panel III, Head of the Public Relations and Protocol Bureau Heru Setiawan said that the public service advertisements would be revised by adding some explanation on COVID-19, following the justices’ direction. Any domestic and international cooperation will also be implemented by taking into account the COVID-19 pandemic. “The regulation of working hours and shifts of the task force will refer to existing regulations and take into account the conditions. Resting sites will be considered for the staff to maintain their health and stamina. Health protocols will be complied with during the hearings,” he said.
