JAKARTA, Public Relations of the Constitutional Court—In the event that justices or staff members contact COVID-19 during the 2020 regional head election (pilkada) settlement, a standard operating procedure (SOP) has been prepared. Therefore, all members of the task force should focus on their work to support the Court’s services, said Secretary-General M. Guntur Hamzah on the second day of the work meeting (raker)on “Realizing Constitutional Democracy in Concurrent Pilkada in 2020-2021 amid the Covid-19 Pandemic” on Sunday, December 6, 2020. The event took place in the Court’s ground floor hall and was attended by staff members and employees virtually.
Guntur said the directions from the constitutional justices on the first day of the meeting must be followed up by concrete actions to be formulated in the panel meetings of the work meeting and be reported back to the justices. He also hoped that the meeting will discuss the Court’s work programs in 2021 after the 2020 pilkada settlement. “This requires opinions, suggestions from the participants in the plenary meeting to be combined with existing plans. Hopefully the formulating team can gather everything in accordance with the leadership’s directions and the results of the plenary meeting today,” he said to the 244 participants on the second day.

Strict Health Protocols
Guntur stressed the need for the task for to choose filter case and non-case matters. Non-case matters include e-SOP for staff and employees with regard to COVID-19 mitigation. He added that strict health protocols will apply when litigating parties come to the Court to file petitions, submit evidence, and attend hearings. He stressed the need for sterilization of evidence and the measurement of body temperature. He also said that anyone who comes to the Court to attend a hearing in the courtroom will be provided with a mask, gloves, and hand sanitizer.
“All evidence must be sterilized for 10 minutes in a container, which will be placed in front to the Court’s building. Only afterward can documents enter the Court. This is the strict anticipatory measure that will be implemented,” he said.
Judicial Administrative Support
Meanwhile, Chief Registrar Muhidin responded to the constitutional justices’ recommendations in relation to judicial administrative support. He explained that amid the COVID-19 pandemic, there must be anticipatory strategies for the judicial administrators in handling the 2020 pilkada cases. “Interunit communication must be improved, there must be division of case workload and division regarding regions with the most cases, and the schedule must be set well,” he said.
Afterward, the participants were divided into three panels. Panel I consisted of the Registrar’s Office, the Legal and Registrar Administration, and the Center for Research, Case Review, and Library Management (Puslitka). Panel II consisted of the Budget Planning Bureau, the General Bureau, the ICT Team, and the Pancasila and Constitution Education Center (Pusdik). Panel III consisted of the Public Relations and Protocol Bureau, the Human Resources and Organization Bureau, and the Inspectorate.
The work meeting took place for two days on Saturday to Sunday, December 5-6, 2020 in the Court’s ground floor hall. Constitutional justices, members of the ethics council, structural and functional officials, as well as staff members and employees of the Constitutional Court attended the event virtually. The meeting discussed four main issues: evaluation of the 2018 pilkada, the Court’s performance in 2020, the preparations for the 2020 pilkada dispute resolution, and the action plan of the Registrar’s Office and the Secretariat General post-2020 pilkada.
