JAKARTA, Public Relations of the Constitutional Court—The Constitutional Court (MK) collaborated with Ombudsman and the Ministry of Administrative and Bureaucratic Reform to organize “Public Consultation Forum: Public Services in the Registrar’s Office and Secretariat General of the Constitutional Court” on Wednesday (11/3/2020) at the Pancasila and Constitution Education Center, Cisarua, Bogor. Ombudsman Chairman Amzulian Rifai; Head of the Public Relations and Protocol Bureau Heru Setiawan; Coordinator on Coordination and Monitoring, Analysis, Evaluation, and Reporting of Policy Implementation of the Ministry of Administrative and Bureaucratic Reform Emida Suparti spoke at the event.

Amzulian spoke about "Citizens\' Constitutional Rights Guarantee in the 1945 Constitution." He explained that the state have three roles in guaranteeing constitutional rights. First, to carry out early prevention of all social potentials that can lead to violations of constitutional rights and human rights. This, he added, is done through law. Second, to provide protection through institutions to all components of society who are vulnerable to human rights violations. Third, disseminating agreements relating to human rights to all sectors of society.

Amzulian said the Constitutional Court have made good efforts regarding public services. He hoped justice seekers be more active in using the services the Court provided.

Ombudsman attended the forum because it has the authority to conduct oversight of the implementation of public services by the State and state institutions both central and regional. Supervision by the Ombudsman also applies to State-Owned Enterprises and private or individual entities that carry out certain public services.

Promoting Transparency

Head of the Constitutional Court’s Public Relations and Protocol Bureau Heru Setiawan said that the Constitutional Court has the responsibility to protect the constitutional rights of every citizen. In addition, he said that the Constitutional Court is aware of the need for transparency, so it continues to develop its website.

Heru also talked about the Constitutional Court\'s public service standards, which refer to the Constitutional Court Secretary General Regulation No. 28 of 2019 concerning Guidelines for Public Service Standards in the Registrar\'s Office and the Secretariat General of the Constitutional Court. The regulation stipulates that the service standards carried out by the Constitutional Court are consultation, visit and audience to the Court, public complaint, application for community service internship, request for information and document, news coverage, collaboration with universities, filing of petition, answers, to delivery of statement, court proceedings, court transcript, and decision.

Good Public Services

Emida Suparti of the Ministry of Administrative and Bureaucratic Reform explained that President Joko Widodo intended public services to be closer to the community, qualified human resources, and free of corruption, collusion, and nepotism (KKN). She also said that the Constitutional Court uses information systems well. She said that the community satisfaction survey is expected to be carried out every year. "Regarding facilities, the Constitutional Court is still lacking in terms of facilities and infrastructure for the disabled," she said. Emida also hoped that the participants would provide suggestions and input for future improvements related to excellent services.

Arif Purwanto from PERADI Pekalongan asked that the Court not limit the number of attorneys present at the sessions. "We also need a photocopy of the dossier, but photocopy [machine] is too far behind. I hope this will be addressed," he said.

At the end of the event, the three speakers signed the report of the "Public Consultation Forum: Public Services in the Registrar\'s Office and the Secretariat of the Constitutional Court" witnessed by PERADI Chairperson Fauzi Hasibuan and three representative participants.

The Public Consultation Forum is a participatory discussion between public service providers and the public to discuss policy drafts, implementation of policies, policy impacts, evaluation of policy implementation, or issues related to public services in the framework of transparency and effectiveness to improve the quality of public services. The purpose of this event is to align the ability of service providers with public expectations, or minimize detrimental impacts of policies. (Lulu Anjarsari)
