JAKARTA, Public Relations of the Constitutional Court—The Constitutional Court (MK) held "The Evaluation of the Implementation of Dynamic Archival Information System, Dissemination of State Archives Management Policy in the Registrar\'s Office and Secretariat General of the Constitutional Court" on Friday (31/1/2020) in Bekasi.
"This activity is in the context of implementing the Dynamic Archival Information System at the Constitutional Court. At present there are around 30 thousand documents used by the Dynamic Archival Information System at the Constitutional Court. The application was made by the National Archives of the Republic of Indonesia," said the Secretary General of the Constitutional Court M. Guntur Hamzah before officially opening the activity, which was attended by officials and employees of the Constitutional Court.
Guntur said that the National Archives of the Republic of Indonesia (ANRI) wanted to integrate the SIKD nationally in 2020. "If SIKD is integrated nationally in ministries/agencies, this will benefit the country because ministry/agency correspondence matters do not need to be printed out, but are directly connected to the ministry/agency. This is amazingly effective and efficient, transparent, and accountable. If this goes on nationally, it becomes extraordinary," Guntur said.
However, Guntur added, efforts to integrate the SIKD nationally is easy and have many challenges. People criticize and ridicule it. The SIKD at the Constitutional Court, for example, only started to run well after more than two years.
"The SIKD\'s strength is that it is open source, easy to develop, easy to integrate with other systems. Alhamdulillah (thank God), the SIKD at the Constitutional Court can work even though the process is not yet final," Guntur said.
Guntur hoped that Constitutional Court officials and employees make the best use of the SIKD and secretaries of the constitutional justices use it to store documents relating to the activities of the justices. "I hope that the secretaries open their respective SIKD at any time because the activities at the Constitutional Court run quickly so that the Constitutional Court justices would know the latest information. This is where the role of the Constitutional Court secretary lies as a liaison between the work unit with the Constitutional Court justices," he explained.
According to Guntur, the application of the SIKD in the Court was an example of building a new culture in the Court. In this modern era what is demanded is fast work, not delaying work. "As President Joko Widodo said, if we want to overtake other countries, we are demanded to make extra efforts. The SIKD is a quick work solution," Guntur said.
Guntur said that everyone who makes a decision actually undergo the function of a judge. Every decision making must be transparent and accountable. "Therefore, decision making through the SIKD makes decision making transparent and accountable."
Head of the General Bureau Mulyono in his remarks said that since 2017 the Constitutional Court has implemented the SIKD. "Until now the implementation of official document registration through the SIKD has reached over 30,741 texts. Out of all the documents, this service has used digital signatures," said Mulyono.
Mulyono added that even though the implementation of the SIKD had been going well and provided many benefits to the Constitutional Court, no further development had been made. Based on the evaluation conducted by the archival unit within the Constitutional Court, there are still technical problems inlcluding reverse numbering, false formatting, incomplete list of registration, and inaccurate filings.
"The General Bureau seeks to solve various problems through the activity today, The Evaluation of the Implementation of Dynamic Archival Information System, Dissemination of State Archives Management Policy in the Registrar\'s Office and Secretariat General of the Constitutional Court in 2020," Mulyono explained.
The evaluation was meant to help Court staff improve the SIKD, which is implemented to improve general administrative services and make the archive management in the Court more effective and efficient.
State Archive Management Policies
ANRI\'s Deputy of Archives Andi Kasman talked about State Archive Management Policies for the Constitutional Court Staff. He believed that ministries/agencies need to manage state archives.
"Basically, ministries/agencies create state archives from activities that use state funds, from the state budget, regional budget, and foreign aid. This is in accordance with the law," Kasman added.
He also said that the archivists have duties to maintain archives of activities that ministries/agencies, local governments, education institutions, companies, political organizations, and mass organizations hold. Authentic archives serve as valid evidence.
"Archivists are also tasked with maintaining reliable archival management and utilization of archives in accordance with statutory provisions," Kasman said.
Secretary General M. Guntur Hamzah presented "The Evaluation of the Electronic-Based Judicial System in the Constitutional Court." He quoted German philosopher Jeremi Bentham that without transparency, there will be no justice. Transparency is the spirit of justice to fight injustice. "If we want to be modern, that philosophy must be adhered to by every employee of the Constitutional Court to create transparent judiciary," said Guntur.
"That is why when the SIKD was first introduced to the Court in 2017, we immediately agreed. Amelia Mary Earhart said, \'The most effective way to do it is to do it.\' We just had to do it even though we had not had a picture of the SIKD, how it looks and how to manage it," Guntur said.
Guntur added that bureaucratic reform is in accordance with the government\'s effort to push for clean and good government. The Constitutional Court not only encourages the use of technology but also efforts to improve welfare.
Sandi Prasetiawan of the National Cyber and Encryption Agency (BSSN) talked about "The Implementation of Digital Signature Electronic Certificates." Sony Sudaryana from the Ministry of Communication and Information Technology talked about "Accountability Administration System."
