Guntur Hamzah: Bureaucratic Reform Not Just Lip Service

JAKARTA, Public Relations of the Constitutional Court—The Constitutional Court (MK) held an Entry Meeting and Field Verification of Self-Assessment of the Implementation of Bureaucratic Reform (PMPRB) on Wednesday (18/12/2019). The event was collaboration between the Constitutional Court and the Ministry of Administrative and Bureaucratic Reform (PANRB), attended by 100 civil servants (PNS) of the Constitutional Court, including structural and functional officials.

Opening the event at the hall of the Constitutional Court, Secretary General M. Guntur Hamzah said that the event was very important and strategic. Hopefully bureaucratic reform in the Constitutional Court will run according to the rules and values of bureaucratic reform.

"[Hopefully it is] not just lip service or formality. We hope to [really implement it] because true bureaucratic reform requires the best services, discipline, dedication, integrity, and professionalism," Guntur said next to Head of the Coordinating and Evaluation Division of the Bureaucratic Reform, Accountability, and Supervision of Administrative and Bureaucratic Reform Ministry Gempar Genefianto. 

On the other hand, Guntur added, the state has an obligation to pay attention to employee welfare. Only that way, he said, bureaucratic reform could proceed faster. 

"On this occasion, we are asked to ascertain whether what we call bureaucratic reform in the Constitutional Court has gone according to its rules. There are instruments that will be assessed, depending on the answers of the staff. Are the facts on the ground in accordance with what was answered? This is sometimes still a question and needs assessment," he added. 

Guntur said that the Court reached a score of 74 on the bureaucratic reform value last year. He hoped that the score this year would be better as the Court always prioritizes the quality of its services and no longer rely on physical services, but also digital ones. 

"Therefore, as a judicial institution, the Constitutional Court carries the concept of electronic-based justice," said Guntur, who also explained that in 2019 the Court received 11 awards from various institutions. 

He hoped that the Constitutional Court of Indonesia will advance to become a world class bureaucracy. "[Staff] in the Constitutional Court can learn about bureaucracy in other countries, in judicial institutions that we observed are better than us, so we can practice [their methods] in our institution," said Guntur.
