Constitutional Court Holds Technical Assistance on Risk Management

JAKARTA, Public Relations of the Constitutional Court—Risk assessment is an element of the Government Internal Control System (SPIP) implemented by state agencies for the achievement of organizational goals. This is done through effective and efficient activities, reliable financial reporting, secure state assets, as well as compliance with laws and regulations. To support the implementation of Government Regulation (PP) Number 60 of 2008 concerning SPIP, the Constitutional Court (MK) held a Technical Assistance Program for Improving Risk Management for 31 employees in the Registrar\'s Office and Secretariat General of the Constitutional Court on Monday (21/10/2019) in the Delegation Room.

During the opening, Chief Registrar Muhidin said that risks associated with management must be anticipated upfront. He believed that the Court in making its decisions must build a good system so that it can continue to be trusted by the public. "Therefore, we must develop a system and its management [and anticipate] risks that can occur. This is important because the people in this institution may change, but leaving a good [legacy] to young people is a must. Therefore, we need to prepare a good management system for successor," said Muhidin next to Constitutional Court Inspector Pawit Haryanto and Head of the Human Resources and Organization Bureau Teguh Wahyudi. 

Muhidin also said that the program was to provide a deeper understanding among work units in carrying out risk management process, about the procedures for risk assessment, and provide assistance to the work units to prepare risk profile documents. This technical assistance program, he added, was expected to improve quality of information available to leaders in decision making, provide a comprehensive picture in developing strategies to achieve organizational goals, increase stakeholders’ confidence in the Constitutional Court, increase the value of SPIP maturity, and form a culture of risk awareness within the Registrar\'s Office and the Secretariat General of the Constitutional Court. 

At the end of his remarks, Muhidin also hoped that the technical assistance program would hopefully achieve the objectives of the Constitutional Court and provide benefits for the Constitutional Court. "Bismillahirrahmanirrahim (In the name of God, the Most Gracious, the Most Merciful), [I declare] the Technical Assistance Program for Improving Risk Management in the Registrar\'s Office and the Secretariat General of the Constitutional Court opened," Muhidin said. 

Inspector Pawit Haryanto in his report stated that this technical assistance program was carried out based on the mandate of PP Number 60 of 2008 on SPIP. Through this risk assessment, all sources of information used by leaders in making decisions can create a comfortable working environment for all staff members. Therefore, he hoped the staff, especially Echelon II and employees who act as risk officers, can participate in this program seriously and as well as possible. 

Target Uncertainty

Jhonny, a consultant from PT Kokek who assisted the Court in analyzing and auditing its entire internal process, stated that basically risk is the uncertainty of the goals or objectives. It is not something that should be avoided or even eliminated. According to him, through collaboration with PT Kokek in the technical assistance program, hopefully the Constitutional Court would be assisted in making a risk management profile. "Therefore, at the end of this program, it is expected that outputs will be obtained in the form of risk management profile documents related to the needs of the Constitutional Court in its organizational management," said Jhonny. 

Next speaker Rully Damayanti said that risk management starts from making plans and understanding the nature of target uncertainty. Therefore, there needs to be a SWOT (strengths, weaknesses, opportunities, and threats) analysis in order to decide the strategies to take. Therefore, Rully added, the target of each level in the Constitutional Court will not overlap and be a formality. "There will always be uncertainty of a program, both externally and internally. Therefore, it is necessary to present this risk management to reinforce the performance targets, the causes of a risk, as well as the positive and negative impacts of a risk that will be faced in achieving the targets of the Constitutional Court in each of its bureaus," Rully said. 

The Technical Assistance Program for Improving Risk Management will take place for two days (21-22/10/2019). Experienced consultants will guide Court staff to develop more optimal performance targets. The material includes an introduction to risk management and risk assessment procedures. In addition, risk identification will be carried out in the work units to analyze the results of the risk assessment as well as the preparation of the risk profile documents of the work units, and end with the submission of a risk profile report.
