JAKARTA, Public Relations of the Constitutional Court—Some 339 staff and employees of the Constitutional Court (MK) followed the Socialization and Internalization of Bureaucratic Reformin the Registrar’s Office and Secretariat General of the Constitutional Court, Monday (23/9/2019) in the ground floor hall of the Constitutional Court. In his opening remarks, Secretary General M. Guntur Hamzah said that each employee’s performance, unless supported by sufficient work documents, cannot be assessed by the supervisory agency.

Therefore, he hoped the socialization and internalization can serve as a means to improve all staff’s awareness and understanding of better work report.

“Integrity is not negotiable for all ASN [state civil apparatus] in the Constitutional Court. So do not provide service for the people for gains, which would make this institution dishonorable in the eyes of other institutions and the public,” Guntur advised all participants in attendance. 

More Focused and Dynamic

Head of the Human Resources and Organization Bureau Teguh Wahyudi reported that the socialization and internalization of bureaucratic reform will be conducted for each unit so that the discussion of the eight areas of reform may be more focused on each working unit and more dynamic. In addition, there will be a quiz on organization integrity, position, and internal condition related to bureaucratic reform. "Thus, it is expected that every employee has the understanding and awareness to support bureaucratic management within the Registrar\'s Office and the Secretariat General of the Constitutional Court," Teguh hoped.

Teguh also revealed that the reform had been ongoing since 2012. The eight areas of reform are transformation management, laws and regulations structuring, organizational structuring and reinforcement; management structuring; HR management system structuring; accountability reinforcement; supervision reinforcement; and improvement of public services.

The Constitutional Court has carried out seven bureaucratic reform programs, including KKN-free (corruption, collusion, nepotism) bureaucracy, accountable and functioning bureaucracy, and provision of excellent public services. Bureaucratic reform within the Constitutional Court, Teguh explained, aims to realize the Constitutional Court\'s vision of guarding the Constitution through modern and trusted judiciary and its mission to build a constitutional justice system that is able to support the enforcement of the Constitution and uphold public understanding of the constitutional rights of citizens. 

Bureaucratic reform is an effort to carry out fundamental reforms to the administration system, especially concerning the organization, management (business), and human resources. Through this bureaucratic reform, it is hoped that the state apparatus can be more efficient and effective in carrying out national administration and development. (Sri Pujianti/NRA)
