Witness Reveals “Siluman Votes” in Heram District

JAKARTA, Public Relations of the Constitutional Court—Berkarya Party as Petitioner in the case No. 207-07-33/PHPU.DPR-DPRD/XVII/2019 presented Junaidi Rahim as mandate witness in Jayapura City, Papua Province. In his testimony, Junaidi revealed his monitoring during the vote recapitulation by the District Election Committee (PPD) in Jayapura City.

“[I] followed the entire process of vote recapitulation at PPD in five districts of Jayapura City, starting April 21, 2019. We have collected data from all witnesses. However, when the vote recapitulation was completed, there was no recording on the DAA1 form at Jayapura City KPU. In addition, the DB1 form was never read out at the provincial level," said Junaidi about the 2019 DPR-DPRD (House of Representatives-Regional Legislative Council) Election Results Dispute (PHPU) hearing of Papua Province at the Constitutional Court (MK) on Monday (29/07/2019) at 10:30 WIB in Panel 2.

Regarding the vote recapitulation at the district level in Jayapura City, Rosidi Rahim as head of the Tabulation Team and Witness Coordinator of the Berkarya Party explained that he had never received a copy of the recapitulation at the district level.

"Bawaslu claimed to have no valid data to compare. The plenary vote recapitulation of the District Election Committee was never carried out and it went straight to the Jayapura City plenary [meeting]. There was also no DB form," Rosidi explained. He also explained that there was an objection from the Berkarya Party’s witness regarding the votes for the Indonesian Democratic Party of Struggle (PDIP) and the National Awakening Party (PKB).

Meanwhile, Jayapura City Election Supervisory Body (Bawaslu) member Frans Rumsarwir said that Jayapura City Bawaslu objected to district level vote recapitulation, because there were many differences between the PPD data in Jayapura and the data by political party witnesses.

"Therefore, we asked for revision of the data from the vote recapitulation results. However, due to insufficient time, finally it was continued at the provincial level," said Frans to the panel of justices, led by Justice Aswanto, with Constitutional Justices Saldi Isra and Manahan M. P. Sitompul. 

Next, the United Development Party (PPP) as the Petitioner in case No. 111-10-33/PHPU.DPR-DPRD/XVII/2019 presented Haryanto as a witness in Heram District, Jayapura City. In his testimony, Haryanto said that there were “siluman” (anomalous) votes in Heram District, allegedly manipulated by the election organizers.

Haryanto explained that in the 2019 DPR Election of Papua province, there were 27,364 voters in Heram District. However, the valid votes distributed to all election participants or candidates were 70,951 votes. Thus, around 43 thousand votes were inflated by organizers in Heram District.

Regarding the problems in Heram District, the Papua Bawaslu from the beginning had rejected the vote recapitulation results in Heram District. "We have given KPU the opportunity to make revisions of the data, through revote or recount, because there was ballot stuffing," said the Papua Bawaslu Commissioner Amandus Situmorang.
