East Java BPSDM Observes SIKD at Constitutional Court

JAKARTA, Public Relations of the Constitutional Court—East Java Province Human Resources Development Agency (BPSDM) visited the Constitutional Court (MK) to learn about the implementation of the Dynamic Archival Information System (SIKD). The East Java Province BPSDM was welcomed by Constitutional Court Secretary General M. Guntur Hamzah at the Meeting Room of the Constitutional Court, Thursday afternoon (4/7/2019).

“We, East Java BPSDM, are developing an IT system in relation to the administration of correspondence. Our visit to the Constitutional Court is to get information on IT development, especially in relation to the administration of correspondence. We heard that the development of IT system in the Constitutional Court is very rapid. Therefore, we can learn and exchange information,” said Head of East Java BPSDM, I Gusti Ngurah Indra Setiabudi Ranu.

Guntur, several Court officials, and the Court’s IT Department responded positively to East Java BPSDM’s intention to learn about SIKD at the Court. SIKD, Guntur said, facilitated the Court staff in carrying out their duties.

“However, in order to apply SIKD, strong commitment is needed from the leaders. We have applied various application and information systems. Strong commitment is key. With strong commitment, SIKD will run [well],” Guntur explained. 

Guntur revealed that there were many challenges in implementing SIKD. “However, those challenges urged people who are in a comfort zone, very strongly, to make changes. [These people] are too comfortable with the manual system,” said Guntur.

Guntur asserted that SIKD makes the staff’s work simpler and lighter. Workload will pile up, but in the virtual world, away from other people’s gazes. “Like a house, there is no need for crowd in our home. The crowd should stay at the kitchen, not in the front parts of the house. In the virtual world. SIKD has a lot of data. Everybody can access all kinds of information according to their levels,” Guntur added. Guntur added that SIKD will continue to be implemented in the Constitutional Court, but it takes awareness of the existing conditions to implement it.

SIKD is an effort to support the Government’s National Medium Term Development Plan (RPJMN) on e-Government, by orderly management of electronic archives at every ministries/state agencies at the center and regions, universities, and national/regional state-owned enterprises (BUMN/BUMD). In addition, this application serves as the database of information in all institutions. The Court developed SIKD thanks to the support of the National Archives of the Republic of Indonesia (ANRI). The Constitutional Court has implemented various applications, such as the Electronic Disposition Information System (SIMDOK). It continues to implement alternative applications.

SIKD’s advantage is that it allows the Court to develop it to meet the Court’s needs. It can also be utilized for various purposes, such as making drafts and templates of official letters, e-filing archives, monitoring proposals, following up on documents, managing and searching for archives, digitizing documents, numbering letters, certifying digital signatures, etc. (Nano Tresna Arfana/LA/Yuniar Widiastuti)
