JAKARTA, Public Relations of the Constitutional Court—The Ministry of Women\'s Empowerment and Child Protection visited the Constitutional Court on Tuesday (7/5/2019). Eight representatives came to learn about the Dynamic Archival Information System (SIKD) and were welcomed by Secretary General M. Guntur Hamzah and officials in the Meeting Room of the Constitutional Court.
In the meeting, Guntur explained about the SIKD. It is the management of documents or archives, starting from creation to compilation, using information and communication technology. The documents in the SIKD are all printed official texts as well as electronic documents such as electronic letters and official texts from the Court\'s website.
Guntur said the purpose of SIKD is to ensure the reliable archive management. SIKD also guarantees the safety and security of institutional archives. "The most important thing is to improve public administration services," he stressed. The implementation of SIKD, he said, is expected to bring fundamental changes, such as digital signatures, softcopy documents, unlimited working time, and borderless space.
Guntur revealed that the background to applying SIKD was to follow developments in information technology, which is in line with the Government\'s Nawacita program to build clean, effective, democratic, and trustworthy governance. "In addition, it is also in line with bureaucratic reform. It encourages increased accountability, transparency, and electronic-based government system developers," he explained.
SIKD, said Guntur, is part of the implementation of electronic office (e-Office), which was initiated in 2008. At that time, it was called the Electronic Disposition Information System (SIMDOK). However, in 2012, it was stopped because it did not work optimally. Only in 2016 did the Court implement the SIKD program from the Indonesian National Archives (ANRI) and it was implemented in 2017. "The SIKD in the Constitutional Court is open source and free," he explained.
Guntur stated that SIKD was implemented in the Constitutional Court in stages. First, the adjustment in 2016. Then, installation, administrators training, socialization, limited testing, preparation of operational modules, training and user trial, initial implementation, and finally monitoring and evaluation.
