Constitutional Court Holds Technical Assistance on SPIP for Staff

BOGOR, Public Relations of the Constitutional Court—The Constitutional Court held the Technical Assistance on the Implementation Guidelines of the Government Internal Control System (SPIP) in for the Registrar’s Office and Secretariat General of the Constitutional Court in. The event was opened by Secretary General M. Guntur Hamzah on Thursday (4/4/2019).

In his speech, Guntur said that the technical assistance on SPIP is an annual collaborative event between the Constitutional Court and the Development Finance Comptroller (BPKP) in realizing better internal government control. In the event, attended by all head of bureaus and head of centers of the Constitutional Court, Guntur also conveyed how to maintain unqualified (WTP) opinion.

First, valid and accountable report by the Inspectorate and SPIP is needed to indicate the effectiveness and efficiency of the institution’s management. Second, the Court’s financial report must adhere to the Government Accounting System (SAP). Third, management of State Assets must be secure and monitored. Last, transparency and accountability of financial report is a must.

Constitutional Court Inspector Pawit Hariyanto had previously delivered his report. “The Government Regulation Number 60 of 2008 on the Government Internal Control System (SPIP) has mandated every government agency to hold SPIP in its organization, including the Constitutional Court,” he said.

In order to carry out the mandate, the Inspectorate as the leading sector of the implementation of SPIP cooperates with BPKP to achieve three objectives: uniforming direction and perception in the implementation of SPIP in all work units within the Registrar\'s Office and the Secretariat General of the Constitutional Court, providing guidance on the processes and stages of implementing SPIP, and providing references in procedures for filling out documents and preparing reports for work units in the implementation of SPIP. He affirmed the Inspectorate’s commitment in facilitating the Court to achieve those objectives.

The technical assistance is a real effort to realize that commitment. The 52 participants are persons in charge, coordinators, and representatives of SPIP task force members within the Registrar\'s Office and the Secretariat General of the Constitutional Court.

Concluding his report, Pawit reported that in 2018, the Court’s SPIP maturity value was at 3.00 or “Defined,” meaning that the Constitutional Court has met the 2015–2019 RJPMN (National Medium Term Development Plan). “However, we hope we all can agree on improving the SPIP maturity value,” he said.
