DEPOK, Public Relations of the Constitutional Court—Secretary General of the Constitutional Court M. Guntur Hamzah opened the workshop on Digital Signature Implementation and Archive Management in the Dynamic Archival Information System (SIKD) on Friday (29/3/2019) in Depok, West Java.
In his address, Guntur said that the idea of using digital archives had emerged since the founding of the Court. Chief Justice at that time, Jimly Asshidiqie, aspired to make all work in the Constitutional Court done by using information technology.
As a product of the National Archives of the Republic of Indonesia (ANRI), SIKD is a great application as it can be tailored and is affordable because it comes from an open source platform. According to Guntur, work can be completed using SIKD even though it is done outside the office. Many other agencies are also interested in adopting the application.
Guntur said, there are a number of challenges in implementing this application, first of which is mindset. According to him, many are still doubtful and even refused using SIKD. In addition, he observed that SIKD is not yet connected with E-Catalog and should be connected immediately to further facilitate work and procurement. Therefore, it requires commitment from all elements in the Court to use SIKD. However, there are still obstacles in the use of SIKD, as it cannot read documents with landscape display format. "But I\'m sure this problem can be solved by [our] colleagues in the IT department," he said.
In addition, Guntur said that the Supreme Court has decided that in several cases electronic documents can be used as evidence in court. Moreover, the Electronic Information and Transaction Law and the Government Administration Law have regulated electronic documents. Therefore, there should be no more doubts about using SIKD in completing daily work. Guntur said to have coordinated with the National Cyber and Encryption Agency (BSSN) to integrate SIKD with digital signature, so there is no need to doubt the security of digital signatures in SIKD.
Guntur believes that SIKD will make work more systematic and easier to monitor, and opportunities for corruption, gratification, and other deviant behaviors will be minimized, although eventually it also gave rise to new challenges, as employees must often examine documents inputted in SIKD.
Deputy Head of Information and Archive Systems Development of ANRI Imam Gunarto in his address said that SIKD has limitations because it uses the open source platform. The problem has arisen in Angkasa Pura, that has long been using SIKD. However, the problem was resolved by continuing to make improvements.
