Head of the Resources and Organization Bureau Mulyono officially opened the Socialization of constitutional awareness and preparation for 2019 Elections Results Dispute Case Resolution (PHPU) for outsourcing staff of the Constitutional Court Class II at the Pancasila and Constitution Education Center, Cisarua, Bogor on Friday evening (14/12).

Before the 105 participants, he hoped that in facing the 2019 PHPU, all employees will prioritize honesty. He said that honesty is illustrated by compliance with the rules within the Constitutional Court and the outsourcing company.

“Do not let [your] integrity be compromised by personal interest, so reflect before taking any action that could negatively impact [you], your family, and your lives in the future,” Mulyono said in his address in the presence of Head of Program and Execution Department Paiyo.

He also hoped that outsourcing staff will work well following their duties. This, he said, requires adaptive behavior, passion for the job, good ethics, good relationship with colleagues, achievement of targets, and strong commitment to the job.

The socialization took place for two days (14–15/12). Court researcher Abdul Ghoffar presented “Constitutional Court within the State.” He encouraged 117 outsourcing staff to learn more about the Court on Saturday (15/12).

Beginning his presentation, Ghoffar asked, “Why in our country there are people who have power and who do not?” He said that it is because in the imaginary theory, the people every year give their sovereignty to others through the election of the president and vice president and members of the House of Representatives. “It means that part of the sovereignty granted by God to someone is then relegated to the governing government to manage the state,” he explained.

He further elaborated that after Reform, the Constitutional Court stands equal with the president/vice president and the six other state institutions. Therefore, the Court serves as a referee for the government in power. Then, the essence of the Court lies with its authority to review laws against the 1945 Constitution. Therefore, there needs to be an agency that oversees the democratic system against the Constitution or regulations, which is the Constitutional Court.

Understanding Constitution

Substitute Registrar Edi Subianto in his presentation on “The Mechanism, Stages, and Preparation of the 2019 Elections Results Dispute Resolution” started the discussion by encouraging the participants to be aware of the outline of the elections. Edi believes that all elements at the Court play a role in succeeding the Court’s performance during the elections. Therefore, all elements in the Court must understand the Constitution, which contained norms agreed to be followed.

Importance of Action

Corruption Eradication Commission (KPK) representative Karyanigsih delivered a paper on “Integrity of Self and Organization in the Prevention of Corruption” encouraging the participants to understand the meaning of gratification. “Ladies and gentlemen, it is necessary that you be given training to be trustworthy [staff] who keep confidential internal information.
