Constitutional Court Holds Coordination Meeting on SIKD and SiPANDA

The Constitutional Court held the “Coordination Meeting for the Implementation of Archival Digitization, Dynamic Archival Information System (SIKD), and Official Text Numbering Information System (SiPANDA) to Achieve e-Government in the Registrar’s Office and Secretariat General of the Constitutional Court” in Bogor. Secretary General M. Guntur Hamzah delivered an opening address before all representatives of each bureau.

He said that the Court had been planning on implementing e-archiving, but it had been discontinued and had not met expectations. The main limiting factor, he explained, was old mindset, attitude, and working culture among officials and staff members. Then, the applications then had not met complete functional requirements according to archiving rules.

“The Court’s failure to implement archive management information system was fear of failure […]. Therefore, that fear should teach us a lesson in responding to, thinking about, and reacting to that failure in order to achieve success,” he said.

SIKD and SiPANDA had been implemented for 1.5 years in the Court, but some units had not utilized both applications optimally in accordance with archiving procedure and management. Guntur acknowledged the involvement of all units as well as all officials and staff members in order to bring about success. 

He said that the meeting was important to inform staff about the importance of SIKD and SiPANDA in improving the quality of archive management in the Court. Hopefully, he said, it would lead to comprehensive and quality archive management in accordance with Law No. 43 of 2009. 

Head of General Bureau Teguh Wahyudi said that the SiPANDA has numbered over 30,000 official texts and SIKD has been used regularly by working units to manage official texts. However, he revealed issues in the implementation, which he hoped to be evaluated and solved during the meeting. The meeting will take place until Friday (9/11/2018).
