Constitutional Court and KPK Propagate e-LHKPN

After the enactment of KPK Regulation No.07 of 2016 concerning the Procedure of Registration, Announcement and Inspection of State Asset Wealth, official wealth report (LHKPN) is submitted electronically through the e-LHKPN application. The Constitutional Court then collaborated with the Corruption Eradication Commission (KPK) organized a socialization on e-LHKPN at the ground floor hall of the Constitutional Court, Thursday (19/4/2018).

In his address, an official of the KPK LHKPN Registration and Inspection Directorate Airin Hartanti Kusniar stressed that LHKPN was a form of compliance with Law No. 28 of 1999 on State Administrators Clean and Free of Corruption, Collusion, and Nepotism. With Dian Widiarti and Edi Prasetyo, KPK official on asset registration and inspection, Airin delivered a presentation on e-LHKPN  before Constitutional Court structural and functional officials, registrars, and candidate civil servants (CPNS).

Airin revealed that prior to the establishment of the KPK, LKPHN reporting had been the responsibility of the State Officials\' Wealth Audit Commission (KPKPN). The commission was dissolved after the enactment of Law No. 30 of 2002 and integrated into the prevention unit of the KPK.

Before Head of the Resources and Organization Bureau Mulyono, Airin explained the history of asset reporting, which had been around since the era of Umar ibn Al-Khattab. In Indonesia, it was introduced in President Soekarno’s administration, starting with the Indonesian Army. During the New Order, President Soekarno also ordered Echelon III officials and above to report their assets.

The socialization of e-LHKPN in various state institutions was expected to encourage state officials to promote transparency. “In addition to fulfill [our] responsibilities to the state and the people, e-LHKPN is also important for an institution to assess integrity during recruitment of officials in order to assess their compliance with state laws and regulations. If they comply with the laws, [they will comply with] regulations under [the laws],” she added.

After the elaboration on the procedure to fill in the LHKPN form on elhkpn.kpk.go.id, Head of the Resources and Organization Bureau Mulyono expressed his hope that Constitutional Court staff members be able to report LHKPN by May 2018. (Sri Pujianti/LA/Yuniar Widiastuti)
