Constitutional Court Registrar and Secretariat General held Work Meeting of Constitutional Court Strategic Plan 2015-2019 in Bogor, West Java. The meeting was held from Thursday, November 3 to Saturday, November 5.
Chief Justice Arief Hidayat delivered that Strategic Plan aims to improve the quality of Constitutional Court Decision. Arief explained that in current Strategic Plan, the Constitutional Court determines two purposes; to improve constitutional justice system and improve public awareness and understanding on Pancasila values and constitutional rights.
Arief assessed that the current Strategic Plan didn’t cover on several aspects, especially on recent condition and law development. Therefore, Arief argued that improvement on Strategic Plan is needed to produce sharp and implementable strategic plan documents that congruent with Constitutional Court’s expectation.
“There is a saying that good plan means 70 % of work. There is also saying that failing to plan means planning to fail,” said the law professor of Universitas Diponegoro.
Arief argued that both sayings imply the importance of planning, in this case Constitutional Court Strategic Plan. Arief asserted that good and comprehensive strategic plan means success.
Meanwhile, Secretary General M. Guntur Hamzah explained that the Work Meeting is for reviewing and evaluating Constitutional Court Strategic Plan 2015-2019 which later becomes Constitutional Court’s guidance in exercising future programs.
Guntur explained that the Strategic Plan has been used one year seven months since its determination in Constitutional Court Chief Justice Decree (Keputusan Ketua MK) No. 2 Year 2015 dated April 6, 2015. The Strategic Plan is also used as guidance in Constitutional Court Performance Accountability Report (Laporan Akuntabilitas Kinerja Instansi Pemerintah Mahkamah Konstitusi/LAKIP MK), Guntur added.
In the span of one year seven months, there are some dynamics happened, such as the plan of changing organizational structure of Constitutional Court Registrar and Secretary General which recently still in process and revision of Constitutional Court Act which targeted to be done in this year. Besides that, Constitutional Court also deals with the changing of regional election regulations.
Moreover, Guntur explained that in this Meeting, the Court invited keynote speakers from various state institutions, among others are Finance Ministry’s Budgeting Directorate General, National Development & Planning Ministry (Bappenas), Regulation and Law Directorate, Administrative and Bureaucratic Reform Ministry’s Bureaucratic Reform and Apparatus Accountability and Oversight Deputy. “All the keynote speakers have competence in their respective fields,” he added.
Besides the Strategic Plan, the Meeting participated by 54 Constitutional Court staffs also discussed on 2017 Constitutional Court Program and Budget Plan. (ilham/lul/pan)
