Deputy Chief Anwar Usman delivered lecture in National Seminar of Constitutional Complaint in the Perspective of Contemporary Law State on Monday afternoon (7/9) in Universitas Udayana, Denpasar, Bali. The seminar was a series of Constitutional Week which held in December 7-12, 2015. As known, the Court cooperated with law faculty of Universitas Udayana in the event. 

Usman said Constitutional Week is a dissemination of constitutional values. “Constitution Week aims to live the Constitution within society. I believe that Constitution Week able to be a means of learning and dissemination of Constitution values, particularly among law students and society,” said him.

He further appreciated Constitution Week participants. “A lot of elements participate in this event. It is a committee effort that deserves appreciation. I hope our aim of living the Constitution within society could be realized,” said Usman.

Moreover in the seminar, Usman said the Constitution should be regarded as the supreme law. “All laws and legislations should conform to the Constitution. The Constitution is not just ceremonial document. This is known as law constitutionality principle,” he asserted.

Usman said entire elements should attempt to spread and provide constitutional understanding in their daily life. “This task is a responsibility for state institutions, governments, and entire citizen, particularly for academics community as agent of change,” said him in front of Udayana rector Ketut Suastika, law dean I Gusti Ngurah Wairocana, Constitutional Justice I Dewa Gede Palguna, and participants.

The Constitutional Court, Usman added, is established to uphold the Constitution as the supreme law. “The dignity of upholding the Constitution is an authority source and role of the Constitutional Court. Therefore, the Court always endeavor that entire citizen, state institution, and government aware and implement the Constitution consistently,” said him.

Usman also appreciated university student’s role during the Reform. “Without university students and reform, I won’t be Constitutional Court deputy chief. Constitution Amendment in post-reform was because student movement generated the fall of Soeharto. Reform occurred because the Constitution wasn’t implemented in consistent manner,” said Usman.
