Association of National Electricity Installation Protection (PPIN), National Committee of Electricity Safety (Konsuil) and State Electricity Corporation (PLN) delivering testimonies over judicial review on Act 30/2009 of Electricity. The institutions were presented in the case filed by Ibnu Kholdun as Electricity Expert, speaking in unison that Operation Feasibility Certificate (SLO) is intended for costumer’s safety.
Konsuil Chief, Djamil Baridjambek told the Panel, led by Justice Maria Farida Indrati, that his institution was formed due to the awareness of low-voltage electricity international standard. Konsuil was stipulated as low-voltage installation inspector by Energy and Mineral Resources Ministry (ESDM). As professional institution, Konsuil is conjoined to international electricity installation inspector federation.
According to Djamil, to issue SLO, Konsuil must receive request first from the installation holder, completed with identity data, location, type and capacity, installed model, and installed devices. If the installation failed to meet requirement there is no way SLO will be issued.
In response to the fake SLO dispersed in Asia Pekanbaru, Djamil assured that the fake SLO has never been issued in Siak region. Every issued SLO has met the procedure.
Djamil was reluctant about Jambi DPRD member Sutiono who demurred the stipulation of SLO. Albeit, Jambi Governor has instructed for comprehensive checking of electricity installation for public facility, similar instruction has also been issued by State Secretary for Presidential Palace’s electricity checking. Therefore, he emphasized the SLO issuance has aligned the Electricity Act and protect the consumer without forced action.
Edi Sayudi from PPILN, denied testimony which hints several SLO were issued without proper procedure. “What actually happened was Bangka Belitung PPILN office was headed by Plaintiff’s witness. PPILN central office later found the mistake and suspend the branch,” Edi said that the cost being paid was actually meant to compensate honorarium and checking cost.
SLO for Safety
Meanwhile, Samsul Huda, Bali PLN GM said that SLO is needed to protect the consumer from danger of non-feasible electricity installation. Electricity is vulnerable if it isn’t taken carefully, fire incident or even death might have been resulted for less precaution.
Non-feasible installation may disrupt energy distribution, PLN is subject of complaint to this, as such disturbance is commonly encountered. The ruling of Article 44 paragraph (4) Electricity Act retained General Procedure of Electricity Installation regulation and set an array of procedures before any electricity installation being planted.
“Currently, by the ruling of Ministry’s ruling 5/2014 about accreditation and electricity certificate, PLN will only distribute the power to certified installation. If certain area doesn’t own SLO-issuance institution, PLN is in charge. Should SLO not issued within three days PLN will inspect directly to the applicants,” Samsul said. (Yusti Nurul Agustin)
