Administrative and Bureaucratic Reform Minister (KemenPAN-RB) strived to raise civil servants’ awareness of Act 5/2014 (UU ASN) at Constitutional Court on Friday (10/24). Dir. Gen. HR of KemenPAN-RB Wangsa Admadja attended himself to direct all of MK’s civil servants. MK Secretary-general Janedjri M. Gaffar welcomed the idea as the socialization took place in his office.
Janedjri addressed that UU ASN was emitted due to the government’s concern in presenting clean, competent, and helpful bureaucracy’s impression. As a reform product, UU ASN implicates integrated principle in civil servant (PNS) developing management, such as open selection, fair and competitive promotion, merit-based reward and punishment, and standardized integrity for public’s interest. Considering the importance of the UU ASN, Janedjri hoped that the UU ASN can lead to more commitment to the civil servants.
Wangsa as the single speaker delivered his worry as he considers that Indonesia’s civil servants quality are now behind their counterparts from another country, such as, Singapore, Japan, Malaysia, India, and Philippines.
“Singapore’s PNS are prefect, leaving Japan’s behind. They call themselves civil service. Malaysia’s are now ahead from us, Thailand and Philippines as well. We are just ahead from Myanmar, Timor Leste, and Cambodia. Cambodia is relatively new compared to us, Timor Leste was part of us. Considering our vast country, we need a better management to reform our civil servant,” Setiawan said.
Supporting Economic Boost
Research from Indonesian Institute of Science (LIPI) addressed that bureaucracy hurdles barred Indonesia’s economic from accelerating, the problem lies in the human resources so it needs to be fixed.
According to him, former President Soesilo Bamabang Yudhoyono predicted that by 2030, Indonesia will be the seventh biggest nation in the world, with income per capita booked for around 12.000 USD per year.
Such prediction is not an empty statement if our civil servants bolster their commitment and competency to compete in the even tighter realm.(Julie/mh)
