Constitutional Court held Socialization of Job Performance Assessment of Civil Servants on Friday (23/08) in Constitutional Court Hall. Event in collaboration with Ministry of Administrative and Bureaucratic Reform was attended by Secretary General Janedjri M. Gaffar and a speaker Syamsul Rizal.
The event opened with remarks from Secretary-General Janedjri M. Gaffar, on the need for a clear appraisal of civil servants (PNS) in order to gauge where the employee is performing and where the employee is not performing.
"It is a dream of a few years ago the Secretary General of Constitutional Court, which is supposed to be an assessment of the performance of the employees. But at that time there were no government regulations that specifically bind and regulate on how to conduct employee performance appraisals. But with the Government Regulation No. 46/2011 on Job Performance Assessment, the dream is to be realized," said Janedri.
Government regulation has a very good purpose. The purpose, among others, is that the delivery of training civil servants based on performance of the system and a clear career system. In addition, the performance appraisal of civil servants aims to create performance systems that are open. Of that goal, said Janedjri, can be taken advantage, among others, as the basis of policy decisions mapping coaching career civil servants with regard to the field of employment, recruitment and placement, development, and execution and discipline.
Head of Human Resources Education and Training Reform Ministry of Administrative Reform and Bureaucratic Reform Syamsul Rizal as speakers convey something about civil service performance appraisal policies, among other programs assessed professionalization of civil servants from the level of individual performance measurement is the main thing, training civil servants, where there are three things need to be considered. Among other things, training of civil servants is based on work performance and system career. Coaching emphasis on job performance and system performance is to ensure objectivity in considering appointments and promotions in the office.
"The purpose of performance appraisal is to ensure objectivity in the development of the civil service system based on job performance and career system that focused on system performance," said Syamsul Rizal.
The performance appraisal of civil servants viewed from two things, namely SKP or target employee covering aspects of quantity, quality, time and cost can be accompanied. Both the behavior of civil servants working including aspects of service orientation, integrity, commitment, discipline, teamwork, and leadership.
Prevention of Drug Abuse
In addition to the event, the Court also doing counseling for drug abuse prevention staff of the Registrar’s Office and the Secretariat General of the Constitutional Court in cooperation with the National Narcotics Agency (BNN) of Indonesia.
Inspector General of Police Dr. Benny Joshua Mamoto, Deputy Eradication on BNN as speakers explain about some drug related criminal action data from 2008-2012. Starting from the modus operandi of the various ways and explain the brain damage that cannot be cured due to use of narcotics blame.
"A lot of diseases suffered by drug addicts, where the disease can cause permanent brain potholes / damaged permanently," said Benny.
In addition, the damaged caused by the drug is very much where the loss of lives as many as 50 people per day die, the material losses of up to 50 trillion / year, and a lost generation of about 4.2 million - 5 million abusers whose condition is life but it is useless, cannot compete , and always making trouble.
In closing, Benny also said BNN strategy in dealing with the drug problem. It is namely the disclosure of network operations and takes care of them, making the network (eradication) or supply reduction. As much as possible to rehabilitate abusers / victims to be recovered drug demand reduction. As well as other strategies namely, making immune not exposed, and the most important is the role of the family is very important to make the family immune to the effects of drugs.
