Government through the Ministry of Internal Affairs represented by Mualimin Abdi, in full respect for the attitude and thinking of Keraton Surakarta related demands and requested that the government of the Republic of Indonesia recognizes the status of Special Region Solo privilege, as ever recorded in history. The government’s rationale appreciated Petitioner and hope the claim can be a reference material for the Government to do many things for the betterment of Central Java Province; particularly Keraton Surakarta is located in the city of Solo.
However, the government believes the authority of Parliament to establish the boundaries of a region, are relative and not absolute, so that this will change the boundaries of the region. In this case the provincial or city can change with the expansion, deletion and / or merging. Thus, deletion, splitting and merging regions under the authority of a former Act, in this case in the hands of the President and Parliament.
Furthermore, the government argues that the root cause was not at issue occurred constitutionality of a law, but merely a policy choice made by the House of Representatives so that the wheels of government administration can run stable, effective and efficient. Proved this was not the case during friction or major problems related to the implementation in Solo Act being tested. "The process of governance and order of life runs orderly and conducive," said Mualimin in his official statement.
Nonetheless, the government promised not to hinder an area that will seek expansion and stand on their own as an autonomous region, along been through mechanisms and legal process, and meet the requirements specified.
Need Accuracy and Precision
Media MK met after attending the trial, Mualimin welcomed efforts undertaken expansion. "Please just, all for the public welfare and keeping the terms specified, it can be done," he said in front of the media crew.
But he cautioned that the efforts of all parties carefully and full accuracy. This is important in order to avoid splitting of the region that actually be bad for society. Reflecting the various cases, we find a number of areas that have bloomed; even the wheels of government are not going well and even just providing poor service to the public because the budget is only being spent on personnel expenditure. "If so, how would the welfare of the people?" said Mualimin.
As a solution, the Government offers in-depth dialogue and discussion in order to find a common ground for the good of the most intelligent of all parties. As known, Keraton Surakarta demanded that the government restore special status to the Special District Solo, as there had been in the past. The entry into the city of Solo in Central Java province has considered eliminating the "spirit privilege" Solo, and considered "equal" with Semarang, Pati, Pekalongan, Banyumas and Kedu.
The trial continued this 63/PUU-XI/2003 case number will be opened on Monday, August 19, at 14:30 pm with the agenda to hear witnesses from Keraton Surakarta applicant. (Juliette / mh)
