Head of Monitoring and Evaluation Reform Program, Ministry of Administrative and Bureaucratic Reform which handles ministries / state institutions at central, Agus Harsono, giving briefing to the assessor on each unit of work in the Registrar’s Office and the General Secretariat of the Constitutional Court (MK), Friday (7/6).

In front of Court’s structural and functional officials, Agus Harsono explains how to assess any bureaucratic reform activities in each institution based on the utilization of Minister of Administrative and Bureaucratic Reform (minister RB) No. 1 of 2012 on the terms and Self Assessment Reforms (PMRB). Terms set out in proposal document covers, road map, job analysis, map position and price position.

According to him, PMRB is a monitoring tool that is easy and generally has been applied in many countries. But in the beginning there were many difficulties in various institutions including the Court to understand the patterns and the system, to provide insight to the assessment of each business unit in Constitutional Court, he was invited by the Court.

Agus Harsono disclosed, if the system is understood, then the general pattern that can be applied. According to Agus, PMRB pattern is a pattern based on the assessment of the evidence, written evidence, documentation and interviews, and it is the initial difficulty of ministries / agencies. The second difficulty is the perception, according to assessors in each unit should understand how the value of any existing evidence, because the written evidence in the form of minutes of activity, with video and photo documentation, as well as interviews in each of the activities that have value.

Agus insists, for any future activities that have been carried out by ministries / state agencies in order to reform the bureaucracy must have evidence, and about the value will be determined from the available evidence. (Ilham / mh)
