President Susilo Bambang Yudhoyono inaugurated the Pancasila and the Constitution Education Center, Tuesday (26/2) morning at the Education Center Building of Pancasila and the Constitution of the Constitutional Court, in Cisarua, Bogor. The inauguration marked the beat of a hammer and signing the inscription Inauguration by the President.

Chief Justice of the Constitutional Court Moh. Mahfud MD, Deputy Chief Justice Ahmad Sodiki, all constitutional judges, the leaders of the country, the ministers of United Indonesia Cabinet II, and other invited guests presented on the occasion,. It also seems TNI Commander Admiral Agus Suhartono, Chief of Police Timur Pradopo and West Java Governor Ahmad Heryawan.

In his speech, the President said that it is much appreciated Education Center of Pancasila and the Constitution development.

"On behalf of the state and the government, I would have to say congratulations on the completion of this educational center. I also gave high appreciation to the Constitutional Court on a truly noble initiative to build, deliver, and operate the Pancasila and the Constitution Education Center in Cisarua," said President Yudhoyono.

President hopes, good intentions and initiatives through this development make a real contribution to the education, socialization, and even research, both related to Pancasila and the Constitution in Indonesia. "We hope this can be the center of excellence in education in our country," he said.

Three Reasons

Earlier, Moh. Mahfud MD also delivered remarks. Mahfud explained the rationale of development of Education Center of Pancasila and the Constitution. At least, there are three main reasons put forward by him. First, as the judiciary is still relatively new, the Court requires a supporting infrastructure and facilities to improve the knowledge, understanding, and awareness of constitutional rights of citizens are very concerned with the authority of the Constitutional Court. In addition, on a broader scale is a container revitalization, renewal, and internalization of values of Pancasila and the Constitution to the whole society.

"With the knowledge, understanding and awareness of the 1945 Constitution undoubtedly have an awareness of their constitutional rights as citizens as well as to know and understand how the mechanisms to secure and protection of constitutional rights," said Mahfud.

Second, the implementation authority for this Court, said Mahfud, Pancasila, the 1945 Constitution, and the articles of the Constitution used as a testing stone constitutionality of a statute. Therefore, it is not possible to separate the material constitution and Pancasila. That is, all the material presented is related to the Constitution must always closely with Pancasila.

"Although no one has applied for judicial review of the legislation by the touchstone 1945 Constitution and Pancasila, but in practice, it has lots of decisions of the Constitutional Court which immediately makes the Preamble of the 1945 Constitution and Pancasila as the acid test. For this reason, the Constitutional Court felt compelled to any effort to strengthen the Pancasila," said Mahfud.

And third, the implementation of the meeting of the Heads of Institutions in the State Court on 24 May 2011. In essence, the meeting recommended to all state agencies and all components of the nation to come to take the role of appropriate portions of the duties and authority of each in the revitalization and renewal of Pancasila.

"Based on that, outside the judicial function, the Constitutional Court also has a commitment to initiate and facilitate a variety of activities aimed at strengthening and inculcate the values of Pancasila and the 1945 Constitution in the personality of the community," said Mahfud.

Mahfud explained, along with the start of construction of building infrastructures, setting up content include curriculum, syllabus, media, technology, and methods of education, and others, have also been done. "At this time, the content is being cured with to involve elements relevant competent," he explained.

Appropriate regulation

Secretary-General Janedjri M. Gaffar in its report stated, Pusdik development is also in accordance with the organizational structure of the Constitutional Court stated in Presidential Decree No. 49/2012 on the Registrar and Secretary General of the Constitutional Court.

"So, Pancasila and the Constitution Education Center was built on the idea and the basic law was approved by the President," said Janedjri.

"Along with that, in accordance with the direction and guidance of Mr Chief Justice of the Constitutional Court and the entire Constitution, the construction of the Education Center Hopefully Pancasila and the Constitution has been implemented in a transparent and accountable in accordance with the legislation," he said.

Pusdik Pancasila and the Constitution stands on an area of 14 282 m2 located in South Tugu village, Cisarua, Bogor, West Java. Pusdik consists of seven main buildings, namely the Constitution Grha I were 11 houses accommodations for Resources; Grha II of the Constitution as a living Offices, Libraries, and Polyclinic; Grha III of the Constitution as the primary classroom with a capacity of 200 students, and an 8-room discussion with a capacity of 25 people each learner; Grha IV and V of the Constitution as a lodging for 200 students; Grha VI of the Constitution, the official residence of 7 units of office, and VII of the Constitution Grha Dining Room With a capacity of 200 people.

During the event, along with several national songs and folk songs, the song’s creation also played President "Convinced Me up in There" sung by Student Choir of University of Indonesia, Paragita.
