Every leader must be a statesman who is not concerned with himself and his group and only work for short-term goals. Mahfud pass it on occasion Scientific Dialogue "Re-actualizing conception of statesman in the National Leadership", in the UB Malang. In his presentation, Mahfud rate, currently Indonesia needs leaders who are not thinking about things that are short but far ahead, which not only secure his political position.

"Indonesia today is undergoing tremendous threat to the disorientation of leadership, distrust, or distrust of society, Disobedience or disobedience of the people, which in turn will raise the threat of national disintegration," Mahfud remember. Professor of Constitutional Law UII is alarming symptoms of obedience if left unchecked can divide Indonesia into small states, as happened in Yugoslavia. He mentions, in the past Indonesia has many great figures who are statesmen, such as Bung Karno, Natsir, and Wahid Hashim unselfish and his own group, but always focuses on the unity and integrity.

Mahfud regretted that many leaders do not prioritize the properties of statesmen, is to act decisively. Current leadership crisis is triggered by poor recruitment of existing systems. He termed, recruitment system goes through a process of "struggle" and not "competition". System of competition led to the birth a healthy competition, but the system of "conquest", raises many problems. He pointed out 460 heads of level II regions, counties / cities, and 33 governors throughout Indonesia, as many as 240 over the head of the trouble with the law. This clearly indicates poor recruitment system through a process of "struggle" is loaded with political and public concern for the poor.

Mahfud believe, to produce a trustworthy statesman leader, the important thing to do is to fix the poor recruitment system that is currently rife, who gave birth to a transactional system, where people met each other hostages and political intrigue. It is obviously difficult for the government formation process of a clean and healthy.

Towards the end of his introduction, Mahfud invite all parties to come together to figure out how to create a healthy recruitment system, which can produce leaders of character and trust. He said, "Indonesia still has a lot of figures that are categorized as clean and honest, like a boarding school leaders who uphold justice, honesty, and Indonesian values , but unfortunately, the figures are only moving in the informal and were not given opportunity and space to the storefront level of national leadership. "Former Secretary of Defense in the era of Gus Dur's hoping this time the scientific dialogue can provide insight, feedback and brainstorming on various groups, how to give birth to leaders of the statesmen who are needed by Indonesia which is currently facing a crisis of leadership and exemplary.
