Chief of Center for Research and Development of the Court, Noor Sidhartha describes the background of the establishment of the Court Library to functional expert level of librarians of General Attorney on their Education and Training during visiting the Constitutional Court, Wednesday (22/6) at the Court Building.
Participants of Education and Training from functional expert librarian level of General Attorney General visited the Constitutional Court (MK) on Wednesday (22/6) afternoon. Their arrival was received directly by Chief of Center for Research and Development of the Court, Noor Sidhartha. Their aiming was to know more about the background of the establishment of the Constitutional Court Library and various things related to performance in the library of the Court.
Venturing into the meeting, Noor Sidhartha describes the authority and duty of the Constitutional Court of the Republic of Indonesia (MKRI) formed on August 13 of 2003. It has the primary authority on judicial review of the Act against the Constitution. In addition, to review the Act, the Court also authorized to decide disputes on the authority of state institutions, to decide the dissolution of political parties, and deciding of the dispute on the election results, including the disputed local elections.
In addition, the Court shall decide upon the opinion of the House relating to impeach the president or vice president in his tenure, if violated to state law in the form of treason, corruption, bribery or other criminal acts, according to Article 10 Paragraph (2) the Constitutional Court’s Act.
Furthermore, Sidhartha was describing the Court library. According to him, the Constitutional Court library is vital, particularly for constitutional judges associated with the major powers of the Constitutional Court Law that is reviewed against the Constitution. "Each judge must have a legal opinion related to the case submitted to the Constitutional Court," Sidhartha said.
Today the Court has a three-room library, on floors 5, 6 and 16. Library on the 5th floor is the first library. But because the books are increasing from year to year, the Court adds to the library on the 6th floor. Meanwhile, the library on the 16th floor is a 'library of ad-hoc' because the books there always change, depending on the case coming into Court and being discussed by the judges.
The library on the history of the Constitutional Court, established administratively in conjunction with the birth of the Court. However, the Court library existed since 2004, the Constitutional Court occupies the old building with an area of 4x6 square meter room with five shelves of books containing 800 copies and 2 desk manager and two librarians.
"At this time the number of books in the library of the Court reaches 7243 titles, with a total of 16,699 copies. In addition there are e-books, digital collections amounted to 164 titles, 7 titles of magazines, newspapers (17 titles), all decisions that have been packed or recorded, as well as theses and dissertations.
In addition, the Court uses on-line technology catalog since 2006 with a web-based, where the library catalog can be accessed anytime and anywhere. Library system is constantly being developed in line with technological advances. There is also a security technology for securing the collection by using RFID technology.
The number of human resources in the library of the Court comprises 5 people, all backgrounds are from Library and Information science. In developing human resources competency, the Court provides support and opportunity to all librarians to develop the competencies themselves both formally and non-formal education.
