Monitoring Body Admitted Central Tapanuli Commission Violated Code of Conduct

Chairman of Election Monitoring Body, Bambang Eka Cahya Widodo, in a substantiation session for dispute over Central Tapanuli Election result confirming on the recommendation to form an Honorary Council of North Sumatra Election Commission related to the violation on code of conducts and principles of professionalism by the Head and Members of Central Tapanuli Election Commission during the regional election 2011, Wednesday (30/3) in the Constitutional Court Building.


Jakarta, MKOnline - Election Monitoring Body (Bawaslu) confirmed that the institution had recommended the forming of an Honorary Council in North Sumatra Election Commission to study further the breaking of code of conducts and the principles of professionalism by the Chairman and Members of the Election Commission of Central Tapanuli Regency in last election.

That was directly revealed by the Head of Bawaslu, Bambang Eka Cahya Widodo in a session for case 31-32/PHPU.D-IX/2011, Wednesday (30/3) at The Court’s plenary room.

“Head and members of the Central Tapanuli Election Commission well deserved to be considered unprofessional,” exclaimed Bambang. Besides that, according to him, the Central Tapanuli Commission could also considered as not being impartial and had caused the loss of constitutional rights of several political parties to propose  candidates in the election.

Besides that, during the election in Central Tapanuli, there had been many violations among others, the fact that a member of the polling committee who considered symmetrical puncture as illegal votes, a finding of ballots which had been punctured, also the violations on free and secrecy period, in form of people could see voters during casting their votes in the polling chambers. These things, continued Bambang, based on the field examination of Election Supervisory Committee.
 
On the statement, the Respondents (Central Tapanuli Commission) made their denial. On the other hand, according to them it was the honorary council who were not impartial in doing the research on the violations of code of conducts.

Admitted for Supporting

Further, on that opportunity, several witnesses from two petitioners were also presented. Petitioner for case 31 brought 10 witnesses and Petitioners for case 32 presented 14 witnesses. The witnesses presented by Petitioners 31 consisted of several managers of political parties supporting Albiner Sitompul-Steven PB Simanungkalit pair. Also attending were representatives from Prosperous Indonesia Party, Star and Crescent Party, Labour Party, and Hanura Party. All witnesses stated that their parties were officially supporting the Albiner-Steven pair. “We supports Albiner and Steven pair,” stated Hikmawati, the secretary of Central Tapanuli Hanura Party.

Meanwhile, witnesses presented by Petitioners 32 or the candidate pair 3, Dina Riana Samosir-Hikmal Batubara, revealed the intimidations and violence acts which was considered to have connection with the event of the election. Besides that a witness, Juhri Tanjung, explained that one of the witnesses of the Related Party had tried to influence voters in the poll centers, “Madam, this is how you vote,” as he tried to mimic the saying from Related Party’s witness who directed voters to choose candidate pair 1, Raja Bonaran Situmeang and Syukran Jamilan Tanjung.

The next session would be held on Friday (1/4) with the Panel Board of Justices for the session are Achmad Sodiki as Chairman with Ahmad Fadlil Sumadi and Harjono as members (Dodi/mh/YDJ)
