The Petitionerâs Legal Counsel, Adi Manysar accompanied by his colleagues Guntur Rambey and Ahmad Rifai emphasized in their file that there had been structured, massive and systematic violations in Rokan Hulu Regency Election before the session with the agenda of Verifying Petition, Wednesday (9/3).
Jakarta, MKOnline - The Constitutional Court (The Court) held a session for the case concerning the election dispute of Rokan Hulu Regency, Wednesday (9/3). The session was scheduled for verifying petition. The Petitioner for case No. 27/PHPU.D-IX/2011 was H. Suparman dan H. Hamulian, candidate pairs for Rokan Hulu Regent and Vice Regent No. 4
The initial session in Rokan Hulu election case was attended by Petitioners Legal Counsels, Adi Manysar, Guntur Ramli and Ahmad Rifai. From the Respondent, the session was attended by the Rokan Hulu Election Commission among others Jonaedi Dasa (Chairman), Ramji, Khairul Azhar, Rismindianto and Asri Siregar. The Respondents were also accompanied by their counsels A. Patra MZ, Feby Maranta, and Daru Wijanto. Meanwhile the Related Party was represented by Team for Advocacy and Legal Aid of Democrat Party, Sri Handayani, Hutomo Garin, Ahmad Basuki and Suharmansyah.
The Petitioners’ counsel Adi Manysar who was given the opportunity to explain the main substance of the petition stated that there had been structured, massive and systematic violations. The violations were committed by candidate pair No, 5 (Ahmad-Hamid Sukri) and supported by the Respondents.
Adi continued that the violations was done by involving civil servants so that they (the civil servants-ed) were influenced in executing their voting. The Government apparatus such as Head of Sub-Districts and District Heads were also “embraced” by candidate pair No. 5 to help distributing sarongs, veils, money and rice to the voters directly.
“Candidate pair number five also made a campaign in social places like the mosques and schools. In the mosques, the campaign was conducted under the name Safari Maghrib (Dawn Safari) facilitated by head of villages and the mosque managements by adding a sentence to win the 2011 election at the end of the event,” said Adi in front of the Chairman of the Panel Achmad Sodiki.
Besides that, the Respondents, the Rokan Hulu Election Commission, was accused by the Petitioner of having made an agreement with the incumbent Regent to win the incumbent candidate. The agreement was carried out by making a systematic scenario to make a substitution for the Head of the Commission from Khairul Sahar to Jonaedi Dasa (the present Head of Rokan Hulu Election Commission). According to the Petitioners, as mentioned by Adi, Jonaedi Dasa was a nephew of the incumbent Regent as well as the sibling of the success team for candidate 5 victory.
At the end of the session, Sodiki reminded that for the next session The Petitioners did not have to bring many witnesses, but to the maximum of 20 people. “The important thing is the quality of the witnesses, not the quantity,” said Sodiki.
