Money and Batik Giveaway for Winning Election

A Petitioner Witness told about the distribution of money to the Board of Mosque Prosperity (DKM) and teachers, as well as the distribution of batik cloth also for the teachers before the trial for Disputes over Election result on Cianjur Regency (PHPU), Friday (11/2/11).


Jakarta, MKOnline - Substantiation hearing for PHPU Cianjur 2011 - Case No. 10, 11 and 12/PHPU.D-IX/2011 - on Friday (11/2) afternoon at the courtroom of the Constitutional Court (The Court), filled with information from witnesses telling about the distribution of money to the Board of Mosque Prosperity (DKM) and teachers, as well as the distribution of batik fabrics also for teachers. It was all done by the ruling Regent of Cianjur as candidate no. 5, to support him to become the Head of the Period 2011-2016. 

A Petitioner’s Witness named Ibn Ruslan, as the Chairman of the Council of Ulema in Cempaka Village of Cempaka District, explaining about the occasion taken place on December 8, 2010. At that time he was invited by village and Sub-district officials and to attend the donation event as much as Rp 1 million per Council of Mosques Prosperity (DKM) by the Regent of Cianjur. At that time 140 DKMs in Cempaka District attended  as beneficiaries of the fund donation. 

But surprisingly, during the donation, the money received by the DKM was not less than Rp 1 million, only Rp 850,000. Symbolically, it was written Rp 1 million. Therefore, the DKM had complained to Ibnu, askng for the reason for cutting off  the amount of money. Having asked the village head, he argued it was for the reimbursement of managing the proposals and so forth. "This incident had made me so ashamed to the DKM," said Ibnu which also revealed the donation of the money was conducted towards the implementation of the General Election held Cianjur regency 2011. 

Other events, continued Ibnu, happened on December 22, 2010 when there was a distribution of teachers’ honorarium at Madrasah Aliyah in Cibeber, North Cianjur, the candidate to receive the honoraria came from 17 districts. The event was also attended by the Regent of Cianjur, Tjetjep Muchtar Soleh as candidate no. 5 delivered his speech as he sought the support of those present to choose him again for the next period. Then, on January 7th, 2011, Ibnu was invited by the Head of Cempaka village, to attend the socialization event for Rp 10 million incentive per Neighborhood association (RT). After that the audience was asked to choose and support candidate no. 5. 

The next witness, Didin explained the incident on December 31, 2010, also about the delivery of aid by the Regent of Cianjur,as much as Rp 1 million per capita for a total of 800 people who joined in P3 Mitra Cai institution. On that occasion, again the Regent were asking for support to choose him again for the next term. Furthermore, a witness from the Petitioner, Kadir Rosidi who is a teacher, explained about his experience receiving a batik prize after being told by the headmaster of the school where he worked. 

" The Headmaster said that the Batik fabric was a gift from the Regent for the teachers," said Didin who also revealed the sticker of the candidate No. 5 inside the batik gifts.

Meanwhile, a witness of the Related Party, Bachruddin Ali dismissed the rumors that the disbursement of  aid was used in election campaign by the Related Party. After we conducted an assessment, it was true that many of the local government obligations had not been resolved. Among others was social donation matter. 

"There should have been 5000 mosques which received social aid, but in reality not yet. Therefore, we held a special meeting. After we checked, it turned out that the Rp 5 billion money had already existed as of June. We asked relevant agencies, in this case Bank Jabar to distribute the aid. Apparently after we asked, they could not afford to do so due to the vast area of Cianjur for the procurement of funds for 5000 mosques plus another 30 large mosques, "said Bachruddin. In the end, the provision of social aids were transferred to the credit institutions in Karang Tengah 

While another witness of the Related Parties, Mohammad Toha, who was also a member of Cianjur parliament, explaining the social aid from the government of Cianjur was not only amounted to Rp 5 billion for the 5000 mosques and Rp 3 billion for 30 large mosques. As a matter of fact, the budget had been prepared as much as Rp 40 billion, and  it is accommodated through a partial change. (Nano Tresna A/YDJ).
