Jakarta, MKOnline - Christian Hegemer, Chairperson of Hanns Seidel Foundation (HSF), visited the Constitutional Court Building on Wednesday (6/10/2010). Accompanied by two friends, Christian was received by the Chief Justice of the Constitutional Court Mahfud MD and Constitutional Justice Harjono at the 15th floor.

This was not the first visit made by HSF. The visit was intended to enhance cooperation, and to learn about important developments occurring at the Constitutional Court of Indonesia.

The two leaders had a discussion about the importance of the concept of power distribution as formulated by Montesquieu. “I remember that when I visited this institution five years ago, my question at that time was: what is going to happen next? At that time, members of the Parliament were eager to know what would happen if the judiciary becomes increasingly stronger, especially with regard to immunity,” said Christian in German, which was translated by an interpreter.

Mahfud MD explained that the establishment of the Constitutional Court was also a part of the efforts of law enforcement. “We in Indonesia conducted reforms in 1998. Our idea at that time was how to enforce the law appropriately. At that time, we were thinking about how to enforce the functions of state institutions and how to enhance the courts and judicial authority. For that purpose, there were two spheres to be developed, namely the Supreme Court and the Constitutional Court,” said Mahfud to his guests.

Mahfud MD asked that the cooperation between the two parties to involve two matters. The first one is increase in the intensity of exchange of legal experts between Indonesia and Germany. The second one is the establishment of cooperation between the two countries for disseminating the importance of constitutional awareness to citizens. (Yazid/mh)
