GOOD FINANCIAL ADMINISTRATION KEY TO GOOD GOVERNMENT ADMINISTRATION

One of the nation’s disesase that until now still infected the state’s living is the unorganized and inefficient governmental administration system, especially the financial administration system. If the financial administration could be hold well, then the potential of corruption to happen in governmental institution could be avoided. As the result, the entire governmental system would run well and also the service to the public, as one of the state’s stakeholders could be held optimally.

That was said by the Chief Justice of the Constitutional Court, Jimly Asshiddiqie, when conducted a dialogue meeting with high-ranked officers and people’s figures of Sragen Regency, Central Java, Saturday (15/3).

Jimly took as an example the process that the Constitutional Court had to go through since it was established until now. “As a new institution, when established the Constitutional Court did not have a building to be used as the office and to conduct the trials, meanwhile there had been 14 cases trasnfered from the Supreme Court waiting to be handled,” revealed Jimly.

Furthermore Jimly told that the spirit and the commitment from Constitution Justices also the employees of the Constitutional Court to create good justicial administration system that was built from the beginning, had shown its result. Now, he revealed, the Constitutional Court had its own building representative enough to conduct the trials and to provide services to the people. “In fact, alhamdulillah (Thanks to Allah-ed.), now every case filed to the Constitutional Court, can be settled according to the existing regulation,” he added.

Meanwhile, the General Secretariat and Registrar of the Constitutional Court as the organizer of the administration system had managed to implement good and efficient organizational management. Jimly also said that the success in having good governance administration was also admitted by the Supreme Auditor by giving the highest remarks in government financial audit, that is ‘Unqualified Opinion’ towards the Constitutional Court’s financial report for the budget year 2007. “The Constitutional Court is the only governmental institution to reach the Unqualified Opinion from the Supreme Auditor,” he exclaimed.

Besides that, added Jimly, as one of the actor in justicial power, the Constitutional Court also committed to be a modern and trusted justicial institution for all the Constitutional Court’s stakeholders. As the reflection from the commitment, the Constitutional Court had built a justicial administration system with the basis of Information and Communication Technology (ICT). Because of the implementation of the technology, “Now, every verdict of the Constitutional Court can be reached by anyone throughout the world, online and realtime. In fact, the abstracts for the verdict are often used as study materials and references in many countries,” he said.

Jimly also expressed his wish that the administration system carried out by the Government of Sragen Regency which had also used the ICT Based administration system, could provide many benefits and improve the service to the people.

“I hope all officers in Sragen, whether in executive, judicative or legislative, can work hand-in-hand to develop the people,” he wished. “I am proud with this area, even though without famous natural resources but the success to improve its people’s welfare and to develop the people should be imitated by other areas,” he added.

In between the dialogue meeting activities, the Chief Justice also had a chance to visit the implementation of information technology in carrying out the governmental administration system in Sragen Regency.

“Through Information Technology, we can communicate and make coordination directly, even with head of the villages,” admitted Sragen Regent, Untung Wiyono, to the Chief Justice. (Andhini Sayu Fauzi / Yogi Djatnika)
