There is a gap between the substantive content of the constitution and the public. This is due to the fact that the concepts of State Administration in the 1945 Constitution were formulated mostly based on Western Concepts and Systems even though they were actually built on Indonesian cultural values and civilization. For that reason, it is deemed necessary to accustom and inure all citizens to the 1945 Constitution as one of the efforts to improve their understanding of the 1945 Constitution.
This in fact is the basis for the cooperation that has been so far maintained by the Constitutional Court with Centers for Constitutional Studies all over Indonesia. In his speech and explanation during the Coordination Meeting of All-Indonesian Constitutional Studies Centers with the Constitutional Court held on March 28-30, 2007, in Jakarta, Janedri M. Gaffar, the Secretary General of the Constitutional Court of the Republic of Indonesia, explained that the 1945 Constitution must be understood by state administrators and all citizens.
According to Janedri, state administrators must understand the tasks and functions that must be performed as mandated by the 1945 Constitution, while citizens must understand their constitutional rights and obligations. âThe understanding on the part of the citizens is needed for controlling state administrators, since there is always the possibility that the people controlling State Administration may violate or misunderstand the 1945 Constitution,â said Janedri.
