JAKARTA (MKRI) – The Constitutional Court (MK) dismissed the petition filed by Candidate Pair 2 Syamsul Rizal Hasdy-Adam Do Djafar. The petition No. 121/PHPU.WAKO-XXIII/2025 on the 2024 Tidore Islands mayoral election results dispute was deemed to be vague or obscuur libel.
“On the petition’s subject matter, [the Court] declares the Petitioners’ petition inadmissible,” said Chief Justice Suhartoyo at the ruling hearing alongside the other eight constitutional justices on Wednesday, February 5, 2025.
Deputy Chief Justice Saldi Isra explained that the Petitioners’ petition did not meet the formal requirements of the petition, so the Court did not hesitate to declare the Petitioners’ petition unclear or vague. Therefore, the Petitioners’ main petition, the testimony of the Respondent (Election Commission), the Relevant Party, and Bawaslu (Election Supervisory Body) were not considered further because those were deemed irrelevant.
"[The petition] does not meet the formal requirements. Therefore, the Court did not hesitate to declare the Petitioners’ petition unclear or vague," stated Deputy Justice Saldi Isra.

The Petitioners alleged that Candidate Pair 1, Muhammad Sinen and Ahmad Lainan, as the Relevant Party, engaged in vote-buying, misused the regional budget, and mobilized civil servants to secure their victory. The alleged misuse of the city’s grant budget involved the allocation of Rp150 million in cash through Selamalofo Village officials in South Oba Sub-district for the construction of houses of worship.
Candidate pair 2 (Syamsul Rizal Hasdy and Adam Do Djafar), as the Petitioners, argued that candidate pair 1 committed violations of vote buying, misused regional budgets, and mobilized the state civil apparatus in the mayoral election. The Tidore Islands City KPU decree No. 960 of 2024 certified candidate pair 1 with 47,994 votes and candidate pair 2 with 20,025 votes. In their petitums, the Petitioners requested the Court to annul the said KPU decree insofar as the vote acquisition of Candidate Pair Number 1 (Muhammad Sinen-Ahmad Lainan) and order the KPU of Tidore Islands City to declare candidate pair 2 (Syamsul Rizal Hasdy-Adam Do Djafar) as the elected candidate pair.
