Petition on Monadi-Murison's Track Record Deemed Unclear in Kerinci Regent Election

JAKARTA (MKRI) – The Constitutional Court (MK) dismissed the petition for Case No. 120/PHPU.BUP-XXIII/2025 filed by Candidate Pair 04 Deri Mulyadi and Aswanto on the 2024 Kerinci regent election results dispute. The Court stated that the Petitioners’ petition was unclear or vague (obscuur libel).

"On the petition’s subject matter, [the Court] declares the Petitioners’ petition inadmissible," said Chief Justice Suhartoyo at the ruling hearing alongside the other eight constitutional justices on Wednesday, February 5, 2025.

Deputy Chief Justice Saldi Isra stated that the Petitioners’ petition failed to meet the formal requirements, leaving no doubt for the Court to declare it unclear or vague. Consequently, the petition’s subject matter, as well as the Respondent’s response (Election Commission/KPU), statements from the Relevant Party, and the Election Supervisory Body (Bawaslu), were not considered further as they were deemed irrelevant.

"[The petition] fails to meet the formal requirements; therefore, the Court has no doubt in declaring the Petitioners’ petition unclear or vague," said Justice Saldi in the plenary courtroom.

At the previous hearing, the Petitioners alleged the structured, systematic, and massive (TSM) violations by Candidate Pair 03 Monadi and Muriso. The Petitioners questioned Monadi-Murison track record, who had violated the provisions on the state civil apparatus impartiality (ASN) in the election. The Petitioners mentioned that Monadi, who was the Education Office Head in 2013, performed TSM violations by forming a team of civil servants (PNS), known as “TIM 12” to campaign for Murasman and Zubir Dahlan.

In their petitums, the Petitioners requested the Court to: 1) declare the Kerinci Regency KPU Decree No. 1904 on the certification of 2024 Kerinci regent-vice regent election; 2) disqualify Candidate Pair 03 Monadi-Murison and declare Candidate Pair 04 Deri Mulyadi-Aswanto as the elected candidate; and 3) order the Kerinci Regency KPU to conduct a revote in all areas of Kerinci Regency without involving Candidate Pair 03 Monadi-Murison.
