JAKARTA (MKRI) — The Kerinci regent candidate pair 4 Deri Mulyadi dan Aswanto filed an election result dispute to the Court. The Petitioner, in case No. 120/PHPU.BUP-XXIII/2025, argued the structured, systematic, and massive (TSM) violations by the candidate pair 3 Monadi and Murison.
“[We suspected that] the TSM fraud happened before and during the election to secure the victory for a candidate pair,” said the Petitioner’s legal counsel, Deka Putra during the preliminary hearing in panel 2 courtroom, chaired by Deputy Chief Justice Saldi Isra with panel members Justices Ridwan Mansyur and Arsul Sani, Friday, January 10, 2025.
The Petitioner questioned Monadi-Murison track record, who had violated the provisions on the state civil apparatus impartiality (ASN) in the election. The Petitioner mentioned that Monadi, who was the Education Office Head in 2013, performed TSM violations by forming a team of civil servants (PNS), known as “TIM 12” to campaign for Murasman and Zubir Dahlan.
Murison retired from his head position after choosing Monadi as his running mate. Monadi was involved in controversy over the selection of teachers under contract-based government employees (PPPK) in 2023. At that time, Murison was reported by the Kerinci Regency Non-Tenured National Alliance for subjectively and improperly assessing additional technical competencies. The Petitioner alleged that Murison had established a political support base by becoming the principal of junior high and elementary schools, which influenced non-tenured teachers who became PPPK teachers to vote for Murison in the Kerinci regent election.
In addition, the Petitioner also alleged the involvement of the Kerinci acting regent in securing the victory for candidate pair 03 Monadi-Murison. At the campaign, the son of the acting regent joined as the candidate pair 03’s campaign team. The Petitioner also alleged the said person organized a covert campaign by distributing souvenirs with candidate pair 03 pictures to the communities of Kerinci regency.
The Petitioner also mentioned the number of ASN in the Kerinci Regency Government who supported and campaigned for candidate pair 3. The Petitioner also stated village heads, subdistrict heads, school principals, and teachers of the neutrality violation. The Petitioner considered a strong influence from the vice regent candidate pair 3, who was a former department head in Kerinci Regency.
Indecisive Bawaslu
In addition, the Petitioner argued the vote inflation of candidate pair 3 that the Kerinci Regency KPU conducted and no decisive actions from the Kerinci Regency Election Supervisory Body (Bawaslu). Bawaslu has not given any sanction to reports, including the involvement of civil servants, village heads and village officials, as well as the son of Kerinci acting regent and minors in the campaign.
In the petition, the Petitioner requests the Court to: 1) declare the Kerinci Regency KPU Decree No. 1904 on the certification of 2024 Kerinci regent-vice regent election; 2) disqualify candidate pair 3 Monadi-Murison and declare candidate pair 4 Deri Mulyadi-Aswanto as the elected candidate; and 3) order the Kerinci Regency KPU to conduct a revote in all areas of Kerinci Regency without involving the candidate pair 3 Monadi-Murison.
