AACC Liaison Officers Meeting Discusses Administrative Procedures and Financial Contributions of Member Countries

JAKARTA, MKRI - As the Permanent Secretariat of the AACC for Planning and Coordination in Jakarta, the Constitutional Court chaired the virtual “Liaison Officers Meeting of the AACC 2024” as mandated by the AACC President and the Board of Members Meeting (BoMM) held in Bangkok, Thailand last September. This meeting was officially opened by the Secretary General of the Constitutional Court, Heru Setiawan, accompanied by the Head of the Public Relations and Protocol Bureau, Pan Mohamad Faiz, and the Head of the AACC Permanent Secretariat and Foreign Cooperation, Immanuel Hutasoit, on Tuesday, November 19, 2024, at the 10th Floor Meeting Room, Building 1 of the Constitutional Court.

Heru said that as the AACC's Sectariat, the Court continues to work on coordination, communication facilities, and correspondence among AACC member countries including their Liaison Officers. Therefore, at this virtual meeting, it is hoped that each country representative present online can inform each other and synchronize their country's contribution to the association's future activities. In addition, on this occasion it is desirable that each member country representative (LO) can express their ideas for the association's next agenda.

“We are here today based on the mandate given by the AACC President and the Board of Members Meeting (BoMM). The Court is tasked to ensure that each member institution is fully engaged in reaching mutual agreements to prepare the various administrative requirements and financial contributions of members for the purposes of this association. So that later we can submit the results of this forum to the next BoMM meeting, which will be scheduled for 2026 and chaired by the President of the Constitutional Court of Uzbekistan,” Heru said at the meeting, which representatives of 15 countries attended out of 21 AACC member states who attended the meeting online from their respective countries.

In addition, Heru continued, on the occasion of today's agenda, it is hoped that the participants of this meeting can share thoughts and information about the latest legal issues from their respective countries. Then these themes and ideas can be discussed more deeply in future International Short Course activities. Ideas from the theme of activities presented at today's meeting can then answer the AACC members' needs for the developments that occur in their respective countries.

The Court’s Contribution

Taking the lead in this follow-up meeting, Immanuel, together with the Head of the AACC Permanent Secretariat Subdivision, R.A Indah Apriyanti, and the Head of the Foreign Cooperation Subdivision, Hasri Puspita Ainun, invited all meeting members to discuss several things in detail. Among others are the cost of organizing the congress and other activities needed by the association and ideas on the theme of the next event.

On the occasion of the presentation on Indonesia's financial contribution to the international organizations, Indah mentioned that Regulation of the Minister of Foreign Affairs of the Republic of Indonesia Number 8 of 2023 concerning the Enforcement of Presidential Regulation Number 30 of 2019 concerning Indonesia's Membership and Contributions to International Organizations as a reference. For Indonesia to pay a fee for funding activities, the Court must first obtain approval of its membership in international organizations which requires permission from the Ministry of Foreign Affairs and the issuance of a Presidential Decree. Then related to financial contribution, it is necessary to prepare the necessary legal instruments in accordance with applicable regulations in Indonesia.

Members’ Contributions

At the closing of the meeting, Head of Public Relations and Protocol Bureau of the Court Pan Mohamad Faiz mentioned the importance of each member country's role in making concrete contributions to the association's various activities. The presence of Liaison Officers (LO) on this occasion facilitates each member's efforts to ensure the smooth and efficient flow of information between member institutions.

Faiz said that several important things were summarized in this meeting, including financial contributions from the AACC's members. Various information regarding the mechanism for implementing financial contributions from each member country has been obtained, so it will later be submitted to the AACC President and presented at the Board of Members Meeting (BoMM).

With regard to the theme of the upcoming Short Course, various inputs have been carefully noted. The results will be thoroughly analyzed to ensure they are in line with the needs and objectives expected by all AACC members. Also on this occasion, the calendar of international activities of each AACC member country was listed in order to facilitate efficient coordination among members.

“The meeting took note of the importance of continuous collaboration and open dialog, which hopefully reflects the vision and priorities of the association. For today's meeting we would like to thank all meeting participants for their time, insights, and dedication to the association. It is hoped that these contributions can bring meaningful progress to the AACC,” Faiz explained.

In Session 2, the meeting participants continued to propose ideas on relevant themes and issues for the upcoming AACC International Short Course agenda. Each meeting participant was invited to present current legal issues that are of interest in their country. In Session 3, the meeting participants discussed the international calendar of activities of each AACC member. This was deemed necessary in order to ensure an effective schedule and facilitate the coordination of members for each activity planned together.

The Association of Asian Constitutional Courts and Equivalent Institutions is an Asian regional forum for constitutional justice established in July 2010. The Association was formed to promote the development of democracy, rule of law, and fundamental rights in Asia. This is done by enhancing the exchange of information and experiences related to constitutional justice and promoting cooperation and friendship between institutions exercising constitutional jurisdiction. In addition, the AACC has also established cooperation among members in the form of international symposiums and conferences, short courses, and human resource exchanges.(*)
