MK Holds Workshop for Evaluation of Government Agency Performance Accountability Reports

JAKARTA (MKRI)  – Secretary General of the Constitutional Court (MK), Heru Setiawan. opened the Workshop for Evaluation of Government Agency Performance Accountability Reports, on Thursday (11/14/2024) which took place in the Delegation Room, Building I, MK.

In his speech, Heru explained that the history of the Court establishment  was motivated by the annulment of norms by the United States Supreme Court in the Marbury vs. Madison case. "Then it inspired the formation of a separate judicial institution which has the authority to review laws against the Constitution (UUD) and the Indonesian Constitutional Court is the 78th Constitutional Court in the world," explained Heru.

Heru further said that the authority exercised by the Court with nine constitutional justices was supported by reliable employees. According to Heru, this has an important connection with President Prabowo's Asta Cita, namely strengthening the ideology of Pancasila, democracy and human rights (HAM), as well as strengthening political, legal and bureaucratic reform, as well as strengthening the prevention and eradication of corruption and drugs.

In order to provide support services to constitutional justices, then in carrying out the Court's authority a framework of plans and strategies was prepared with the involvement of the Financial and Development Supervisory Agency (BPKP), the National Planning Agency (Bapenas), and the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan RB) which then depicts a performance tree that corresponds to Asta Cita. LAKIP is also important because based on the performance tree from the highest structural to implementing and functional, individual performance indicators and individual performance indicators are created.

"Now we have to implement this performance tree, we take it down every day, there are several aspects, but it could be that the performance tree is not sharp enough to support it, it could be that the implementation of the performance tree is less than optimal because there are no professional human resources in it," said Heru.

In the process, the realization of the performance must be delivered into LAKIP which is now ready, but currently we are inviting resource persons to provide enlightenment to the participants whether LAKIP was made in accordance with what was determined by the Ministry of Administrative and Bureaucratic Reform, Bapenas, and BPKP. Heru said, LAKIP was evaluated by improving performance indicators so that they were in line with Asta Cita.

Heru emphasized that all structural officials must ensure that every performance mandate given is carried out optimally, because the support work of employees will have an impact on the Court that is needed by all Indonesian people. Protection of the constitutional rights of citizens, especially nowadays that awareness of people's constitutional rights has begun to increase.

Previously, MK Inspector Sigit Purnomo, the Government Agency Performance Accountability Report (LAKIP) aims to measure the extent to which work units have achieved the goals and targets set in performance planning.

"This workshop is very important to ensure that the LAKIP that is prepared truly reflects accountable, transparent and accountable performance," said Sigit

Sigit reported that this event was attended by 47 participants from each work unit at the Registrar's Office and the Secretariat General of the Constitutional Court in person and online.

Akhmad Hasmy, Assistant Deputy for Coordination of Policy Implementation and Evaluation of Bureaucratic Reform, Apparatus Accountability and Supervision III, Ministry of State Apparatus Empowerment (Kemenpan RB), in his presentation when carrying out an evaluation the first thing assessed was LAKIP so it is often thought that the evaluation was carried out on LAKIP, however In fact, said Akhmad, what was assessed was performance management based on the Government Agency Performance Accountability System (SAKIP) which included LAKIP. Akhmad explained that LAKIP is only an initial medium for conducting evaluations because its contents include the required information including background information, performance to be realized, responsibilities, so that the contents describe a system that exists in a government institution.
