Agrarian Reform Agrarian Reform or in the Basic Agrarian Law (BAL) are often very attractive at an abstract level, but rather at the level of the implementation was being the opposite, ie there structural inequality and land tenure disputes, and other natural resources. Therefore, the Agrarian Reform in Indonesia is considered less successful.

This was conveyed by Vice-Chairman of the Constitutional Court (MK) Achmad Sodiki in scientific speech to welcome the 51st anniversary of the Agrarian to the National Seminar on "Land for Justice and Social Welfare, Agrarian Reform Implementation," at the Hall of the Faculty of Law Indonesia Christian University (UKI) , Jakarta, Wednesday (14 / 9).

According to Sodiki, now the question to be answered is whether the land reform program contained in the BAL is relevant to apply again? According to him, throughout the history of Indonesia, farmers are the backbone of the agrarian sector, since the occupation, until now most have yet to enjoy what the true meaning of independence.

Therefore, he argues, the true BAL contains soul as the form of efforts to reform welfare of farmers, failed to be implemented. Such programs, he argues, has been replaced with a program of the Green Revolution, but despite that, farmers remain in the lining of the poor. "While the agrarian resources namely land and other natural resources are increasingly becoming owned by the rich," explained Sodiki.

While the policies underlying the concept of structural inequality of land tenure and labor disputes and other resources, according to Sodiki, should be changed leading to the concept of democracy-oriented policy, promoting justice, is integrative, sustainable, and sustainable in its management.
